off chain Sequencer:

receives each signed order,
puts them in a FCFS queue,
runs the matching engine locally, and
commits the resulting block (plus witness data) to the roll-up contracts.

problem is not validation, as "whatever proof" is sent by sequencer is validated by cryptographic guarantee.

But who validates sequencers that they are sending the "correct" proofs?
