The Mandal Commission was established in 1979 by the Janata Party government under Prime Minister Morarji Desai and submitted its report in 1980, but its recommendations for XX% OBC reservation in central government jobs were implemented much later, in 1990, by Prime Minister V.P. Singh’s National Front government. 

At the time, Congress was in opposition, and while it formally supported the move, there were divisions within the party, especially among its upper-caste members who opposed the report; the BJP was also internally split, with OBC leaders supporting and many upper-caste leaders opposing the policy.
