Senator Collins’ relief over PEPFAR exemptions misses the forest for the trees. The Rescissions Act of 2025 claws back $9B+ in foreign aid slush funds—including $1.65B from the Economic Support Fund (Sec. 2(b)(10)) and $500M from Global Health Programs (Sec. 2(b)(5))—redirecting taxpayer money from bloated international projects to domestic priorities.

Sparing one program doesn’t negate the systemic waste: USAID’s $2B+ inefficiencies (H.R.4 Sec. 2(b)(1-4)) and $800M refugee aid bloat (Sec. 2(b)(7)) prove why these cuts are necessary. Defending selective spending while ignoring broader accountability is how DC’s broken system persists.
