This is a very interesting thread, and interesting-looking paper (I learned of it X mins ago, haven't read it!)  One immediate high-level point: "Insurers are incentivized to truthfully quantify and track risks" is *only* true if liability laws capture harms.  They very rarely come close, and are often very strongly opposed by industry. That's a big apparent limitation here...
