@LPaulson7 @norris_bar55795 @jeff_gluck They’re all circuit courts in the 4th circuit…..the appeals panel specifically found that the district court overstepped by granting the injunction. “We therefore conclude the district court abused its by entering the preliminary injunction”. It’s opposite of what you’re saying
