Looks like this happened as part of IShowSpeed's European tour, and his team was the one who initiated the meeting with the Prime Minister's office.

Estonia's Prime Minister, Kristen Michal, agreed to it since the time they requested fit into his schedule, and it wasn't a paid visit. During the meeting, he gave Speed a tour and they talked about Estonian culture and the country's success as a digital state.
