The water was seen seeping into the subway car, with passengers crouching on seats to avoid it. “The New York City sewer system, the storm water system, accommodates about an inch and a half to an inch and three quarters an hour,” MTA Chair and CEO Janno Lieber said. “Last night, in that one hour, we had well over X inches of rain.
