A BJP-appointed governor wouldn’t risk giving Congress the perfect chance to brand the BJP as anti-Dalit or anti-backward. Judicial intervention is also improbable, since there’s already legal precedent in the form of the SC/ST Atrocities Act, which has comparable provisions: cognizable offences, non-bailable nature, and no requirement of prior proof before filing an FIR.
