Back of the napkin math: 

The consultants took $XX million to process 1400 claims so far. That's $XXXXXX per case.

I used to adjudicate vaccine adverse events for public health records, very similar work.  

I would estimate that an individual case would take me ~$200 of professional time. 

Charging 100x this amount per case suggests something worse than mere incompetence.
