The fertility rate would be noticeably higher if young people were able to buy houses for example. Even subconsciously. This one thing alone would encourage people to 'settle down' faster and everyone wouldn't be constantly moving around renting. It would stop a lot of the 'oh I'll have kids when I have so and so' as peoples lives would be so much more stable. A much more rooted culture.
