"Full system state copy" means the code and data cloned — not the off-chain infrastructure. The admin role may appear copied, but Circle & Tether’s multisig keys weren’t forked. Without those keys, there's no control. Both issuers confirmed they haven’t — and won’t — re-establish it. That’s the point.
