Rather than increase shale fracking and make America a net oil exporter, what did Trump do?

He made a deal with the Saudis in May 2017. Liberalize their policies, stop funding Trump’s political opponents, and Trump will keep importing Saudi oil and list Aramco on the NY stock exchange.  

Saudi traditionalists started resenting King Salmon for the liberalization policies and plotted against him.
