None of this stuff matters because it’s impossible to lose the last epoch or partition a Tendermint network.  NATO would need to coordinate and success wouldn’t be certain.  

So none of the attack vectors are practical.  

If people want to participate in some part of the stack, make blocks, verify, etc… and can’t because of some limit, that slows down growth.  Making sure the protocol can stretch to accommodate demand is important and what leads to real decentralization.  

By that I mean people that have some desire to participate in the protocol that isn’t tied to just inflation, but has some commercial purpose, are the real stakeholders who can’t be hard forked out.  Everyone else can.  So as long as they have the data and can’t be partitioned, the network can survive any attack.
