In Brazil, public universities offer software engineering and other degrees completely tuition-free for both domestic and international students, but getting in is highly competitive and most courses are taught in Portuguese.

So, it’s totally possible to study software engineering for free at a public university or for a relatively low monthly fee at some private or online institutions, just as you mentioned!
