The Istanbul negotiation format with Russia has exhausted itself, says Ukraine’s First Deputy Foreign Minister Serhiy Kyslytsia. According to him, there were no real talks—Russia came with an ultimatum, not a mandate to listen. They flatly rejected any unconditional ceasefire before a leaders’ summit and demanded Ukraine first accept their terms—essentially capitulation.
