It doesn’t mean the fuel switch itself would flip from ON to CUT OFF on its own. A fuel switch without its lock still functions normally, and won’t move unless something or someone physically nudges it. For both switches to accidentally flip off together would still need someone to brush against them or some unusual force. Right at takeoff, it’s possible for the locking mechanism to disengage because of vibration or jolt, but for both separate fuel switches to then be accidentally flipped off one by one within a second is next to impossible.
