Not only does the DOJ not publicly announce the start of a criminal investigation with specific targets, they don't publicly announce the seating of a grand jury, either. They do not announce it when the grand jury returns a sealed indictment. Only when that indictment is UNSEALED is there any kind of public acknowledgement. This is especially true in a RICO case.
