I listened to Kellogg in Rome yesterday. 
It was a review of US Trump confusion & hypocrisy.
He did not call for Ukraine’s territorial integrity- the new Trump rule.
He promised no support for Ukraine.
But he called for forms in Ukraine & a Marshall Plan.
Why not shut up?
