To ensure that there would be chaos. If there were no home stakers the network could be updated to whatever and no one would notice. However, because rETH and stETH are now both partially backed by permisionless home stakers, it would create contention. 

FOCIL also only requires less than XX% home staker penetration to ensure CR. 

Home stakers are the cop on the beat.
