Trump is backing a new Russia sanctions bill, if it gives him full control over enforcement. 

The bipartisan proposal, led by Lindsey Graham, includes steep tariffs on Russian oil and uranium, but limits the president’s ability to waive them without congressional oversight.

The White House wants those limits removed, arguing that Trump should have sole authority over foreign policy. Aides say Trump is frustrated with Putin and sees sanctions as leverage. But he won’t accept any bill that ties his hands.
