URGENT: for all GMX V1 forks, GMX V1 has been exploited.

The issue could potentially be mitigated by doing the below:

X. Disable leverage: this can be done by setting Vault.setIsLeverageEnabled(false) or, if Vault Timelock is used, by setting Timelock.setShouldToggleIsLeverageEnabled(false)

X. Set all maxUsdgAmounts to "1" by using Vault.setTokenConfig or Timelock.setTokenConfig, to prevent GLP minting

Note that the value must be "1" and not "0", as "0" would mean there is no cap
