In Singapore, civil servants earn a productivity bonus proportional to base pay, based on:

X. Real median income growth for Singaporeans
X. Real income growth for the lowest quintile
X. National unemployment rate
X. Real GDP growth rate

Essentially, policemen and sanitation workers can double their salary by helping Singapore residents increase output (GDP) and earnings.

How can a policeman in Singapore collect bribes when doing his job doubles his salary? A local government official can double his salary if more citizens are employed.

As I say, you can't accidentally grow an economy.
