In routine work, whether it is a guarantee scheme or anything else, government departments usually pay bills once every six months or quarterly. Every March, they settle any pending bills. Nowadays, it has become fashionable to blackmail the government because, before paying any contractor—be it a lorry, bus, or transportation department—they must, for procedural reasons, verify the accounts and then pay. If the payment is delayed, the government is liable to pay interest as per the agreement. I don't know whether the interest clause is included in this agreement or not. Contractors who transport rice under the guarantee scheme are blackmailing the government, which is not proper. If they are not interested in doing the transportation, they should step aside. The government will call for new tenders and award new contracts to other lorry owners."
