NEW: Jack Dorsey says he spent the weekend building “Bitchat” -  a new Bluetooth-based messaging app that works without Wi-Fi or cell service. 

Messages relay through nearby peers, extending range up to XXX meters. The app claims to be end-to-end encrypted.
