MANILA, Philippines — What seemed to be innocent balikbayan boxes turned out to be tools for a large-scale drug smuggling attempt following the discovery of P749 million worth of shabu during an interdiction operation carried out Monday at the Manila International Container Port in Tondo, Manila.
