Regarding the Texas flooding — YES, there is a connection to Tropical Storm Barry.

Barry dissipated on Monday, June XX over Tamaulipas, Mexico. It left behind a VERY rich air mass. 

The Hysplit model (left) shows moisture originating from where Barry (right) tracked.
