They didn’t just buy a pipeline - they bought the largest refined products pipeline (by volume) in the United States.

The key part here is who they bought it from. One of the owners of Colonial was CDPQ - run at the time by Mark Carney’s new Chief of Staff, Marc-André Blanchard.
