Ref #1542: GIGAHydration Campaign Passes with XXXX% AYE! ✅

Hydration will return 3M DOT to the Polkadot Treasury to make the liquidity incentivization campaign more holistic and fair, with support from Velocity Labs, W3F, and Parity.

The remaining 2M DOT will be distributed over the next X months across Stablecoin, LP, and GIGADOT incentives. 🌊
