@OwenGregorian So, they had to use the USAID $ to supplement their budget because:
1) they spent $436M on HIV, now they have $430M shortfall because they are still going to spend $436M on HIV.

Or

2) they were taking the $436M and adding it to the general budget. Not much spent on HIV.
