Michael, a couple thoughts on this:

X. The data hasn't been dumped on the dark web yet. We will see if that holds, but if the attacker is smart they will know they have nothing to gain from this, and everything to lose if they become an accessory to more serious crimes. Especially with a $20m bounty on their head (there is no honor amongst thieves). So it has not had this effect (at least not yet).

X. It's fine if you think there should be jail time for executives, but know that this would mean about half of all executives going to jail, and most people running government agencies as well (IRS, DNC, military, etc). I don't think you will find people willing to take on these roles, knowing your win ratio vs adversaries has to be 100%. This is the major leagues, and you will not win XXX% of the time.

X. I agree with the point in your follow on post, that the better solution here is to focus on laws that require companies to store this information. We don't want to collect it, and our customers hate it. We are being forced to collect it against our will. And it's not even effective at stopping crime, if you look at the data behind it. My hope is there is a constitutional challenge to BSA/AML laws, or congress decides to review it at some point. We're in a much different world than when it was enacted in 1970, and it arguably violates the fourth amendment, protecting us from unreasonable searches and seizures.

X. The Bloomberg article image you added is fake (or at least misleading). We reached out to the DOJ to get THEIR help pursuing the attackers.
