Update: New from PA incident investigator @T_S_P_O_O_K_Y : "I have to be careful here ... but ... we believe there were two companies ... they were kind of paid under the table to basically be allowed to use postal system to hide the entire thing and, by the way, I think they figured out how to do this in a number of places that include Wisconsin and Michigan."
