In 1967 the pentagon concluded after decades of secret testing that the US government could XXX% create and control
hurricanes. Working with the Stanford research Institute the Air Force and Navy were able to create, steer, weaken, strengthen or kill hurricanes.  Bottom line the federal government could have killed the storm in the Gulf of Mexico. But instead we can all see what happened.
