If they trade at a discount to what management believes the company is worth they can use cash from operations to buy back shares. $MSTR has no revenue but has obligations in US dollars. If it trades at a discount to NAV any money raised to fulfill obligations is dilutive which is the opposite of what the company's mission has been.
