"Its wise + more conservative to assume no compliance before filing. However I did a deep dive on the subject and did find a merger example where there was no 8K announcing substantial compliance achievement. It was only announced as part of a filing indicating the HSR period expired (see Hess/Chevron merger). I will do my best to make a case using facts and logic your feedback is always welcome. I agree and said in past videos (now deleted by youtube) that if $fubo doesnt have substantial compliance yet they are absolutely delayed until government reopens"
