VeStation is basically a failed dApp so they manually took out all the allocation and sent it to OceanEx where they probably then distributed it to many individual wallets to vote for them. See attached image: its the round activity for VeSwap the yellow is votes by individual wallets (the blue is VeDelegate). You can see the huge jump the last two weeks in votes.
