"Correct generally but six states have chartered non-lending banks (this trend started in New England in the late 1980sCT ME & VT; WY NE & ID did so more recently). The key is these banks are legally *depository institutions* that can take deposits of USD (except the NE ones). This class of banks are also eligible to be FDIC insured but Im not aware that any of them are.
