Everyone lynas and mb and Canadian sx plants all need Chinese chemical feed stocks liners and other consumables for the process. It will take time to build those capacity. Then their is post processing all metal oxides even from lynas goes back to china for processing to make useful things which again us does not have and will have to build from scratch"
