"When a license is issued in any state the state must query the National Driver Register (NDR) which is operated by the National Highway Traffic Safety Administration (NHTSA) which is part of the Dept of Transportation a cabinet level agency of the Executive Branch. Participation in the NDR is mandatory if states want to receive federal highway funds. (Minnesota received $XXX million in 2025).
