"Im not sure why people are blaming the merchant here or even bank for that matter. Bank will unblock the user if he is able to justify the expenses as per their satisfaction. The user openly admitted to buying and selling 4L worth of vouchers - that alone would have triggered scrutiny with any merchant or any bank. This isnt new either; similar cases have happened before and other banks have also asked for proof in such situations. I personally know several cases where users were unblocked by the bank and merchant in question after providing invoices"
