"Yeah it's a huge racket. At 7th and Market you can see at all hours of the day and night junkies conversing with older looking Chinese folks and they are arranging deals to extract cash out of their EBT cards from shops. It's been like that for a while. Everyone gets a cut and Citizen Taxpayer gets double-fked because we pay for the food stamps and them also divert billions of dollars of SF City Budget to the non-profits which serve meals no questions asked to these folks.
