"actually if you read the SPSA it permits SPS redemption if the line of credit is no longer provided. now F2 haven't drawn on the line in about X years so the line is being maintained at the convenience of Treasury. in a recap/release the SPS can be amended to recognize economic reality that the SPS has been economically paid off in accordance with its original terms"
