"L1s are started with some optimism that there will be demand for their blockspace if after a while it turns out there is not sufficient demand then yes they can become an L2 or probably in most cases they should just shutdown I agree there is a more conservative route to build as an L2 first and then switch to an L1 if demand is sufficient I don't think being optimistic and aggressive should necessarily have a negative connotation"
