In fact the dictator fears the export of fuel from Belarus to Russia & the social unrest caused by its shortage. Due to sanctions his economy is dying & there is absolutely no popular support for Lukashenko. The dictator is in a losing positionhe must accept the conditions for lifting sanctions not try to impose his own"
