"It's recycled hype. In 2016 SBI Ripple Asia built a consortium of banks to replace Japan's Zengin system. It evolved into MoneyTap. At the time the banks represented XX% of Japans banking. Ripple even promoted it clearly stating it was RippleNet not #XRP. Kitao who is prone to bluster reportedly claimed every bank would use it. It fell out of the news but has resurfaced as an XRP claim this summer largely regurgitated by aggregator sites. If you want to know who is involved now just look up MoneyTap users.
