The sense was that we could never get an exit valve for a crypto utopian society if gamblers made the chain impossible to use. L2s offered a way out. I think however the problem was overstated since a lot of those pie in the sky app ideas werent really a thing (must be nice to make something like golem and then chill lol) and gamblers come and go and dont care about decentralization.
