"Are you finding much of interest Kahn has me well-convinced here. But it's also clearly popular among corners of the policy conversation. It smells at times like the kind of topic that is too heterodox to be respected by the consensus folks. I think of it as a folk economics fascination. I've rarely met a practitioner who doesn't appreciate the design. FT recently ran a really bad oped by a solar guy about why paying the clearing price is bad (in his UK-inspired story because it means that gas sets a higher price that they all make). Yet in the US I've mainly seen fossil interests want to"

"If you are worried about the impact of data centers on grandma's electricity bill then you should be working on: - retail choice so large loads don't socialize costs through monopoly utilities and are allowed to bring their own power - permitting reform to make building more supply or transmission cheaper and faster - encouraging experiments with flexibility and novel interconnection structures - nuclear reforms to get us back to the American tradition of building nuclear swiftly safely and cheaply - capacity market reforms to better inform entrepreneurs about where new supply is most"

"Buyers and sellers should be free to buy and sell. Electricity policy has all sorts of complications. But this particular issue comes down to that simple idea. RTOs should be robust and antifragile markets that affordably and reliably meet demand. They should not be about gathering permission slips. Saying we have to make electricity markets even less like other markets is shortsighted and counterproductive. It will hurt consumers We will not be better able to build new generation nor make electricity affordable if we require these kinds of additonality elements before building new load."

"Agreed for the most part. I wouldn't fully agree that monopoly utilities should absolutely not be involved in the data center market. But I am sympathetic to the idea because it is an easy and effective way to protect customers. Our history of load growth predictions leading to overinvestment by utilities + customers picking up the bill should make every PUC more than cautious. It should make every PUC push their state legislature for retail choice options I do think my affection for the market is not fully shared by Xiao but he can speak for himself Haha"

"An interesting component of this is going to be the grid upgrade costs. RRI the initiative speedrunning gas and the TMI restart costs $3B in grid system upgrades. Also those upgrades take several years. So if we give priority interconnection for a bunch of new generation is likely to cost as much or more. Yes Unfortunately the article is paywalled but the details of this are going to be fascinating including what authority is being used to force loads and prospective generators to participate. I foresee big expensive risk premiums . . . Unfortunately the article is paywalled but the details"
