"Setting up a good ground-based magnetometer station starts with a sensitive instrument that can measure magnetic fields down to [---] nanoTesla (nT) resolution. Often used is a proton magnetometer for which the US dollar cost used to be about $12000. However the instrument is useless without the proper location for the magnetometer station. I base my claim on well over a thousand examples I've seen over the past few years. But as you say to be rigorous I would have to list out of all the earthquakes how many showed precursors how many precursors were false alarms and how many M 5+ quakes showed no precursors at all.
