NRI seats are never given to SCSTOBCs. Employee Staff Institutional quota is also not given. Management seats all are at discretion of colleges. But still everyone blames SC ST and OBCs for all the ills in medical education. "He does not even know that America has common schooling system. In India Upper castes go to elite English schools rest go to government schools and Third tier schools. America has comprehensive quota model even in private sector not.only at entry level even at senior level. In Higher education there is equal representation for everyone. Harvard as better representation for blacks than what IIT IIMs have for Scheduled castes and tribes. The question is not whether we have meritorious people among SC ST OBCs. The real question is how to remove the structural barriers to enable their progress."
