The 1932 scenario (which was Joint Exercise 4) was a US attack on a captured Hawaii from the West Coast. The 1938 had Japan attack the US in Hawaii after a series of battles that had substantially reduced the US fleet. The Japanese were capturing bases in Lahaina and French Frigate Shoals. The key that in all these scenarios war had been declared and the enemy was based much closer to Hawaii and did not have to sail 4000 miles from Japan"
