"For me central banking is a symptom and not a root cause. Centralisation meets a human need for order and control. You don't have to spend too much time in DAOs to realise that the root cause of humans needing order control still exists whether or not there is a central bank. True decentralisation (including the human bit) is a really hard problem. https://twitter.com/i/web/status/1757403900129251418 https://twitter.com/i/web/status/1757403900129251418"

"Of course. In periods of rapid transformation/chaos there are always new opportunities. Many of those opportunities arrive out of the subtle differences between jurisdictions. My old industry was possible in Guernsey and Jersey but not in IOM (because of the VAT relationship). It was shut down by the UK. Since reborn direct from China some years later. No doubt will be closed again. Given the recent global trade chaos there is no doubt lots of new ground to exploit"

"I did challenge it and produced a report on options for HSC as soon as I saw it in the news last week. At Innovate Guernsey we don't have the resourcing as yet to go out and get all of the quotes and call people etc. That will come either by resourcing the innovation process itself or by challenging all parts of the states to be more innovative when faced with issues like this (I'm personally in favour of the latter approach). It takes time but not a lot of time. Time that should already have been saved with widespread AI tool usage (this isn't happening yet)"

"A trade development process is an investment. Subsidising routes are an inefficient way of doing that. Right now I feel we create routes but don't do development work that needs to go with it that make those routes are successful in the medium term. There is too much left to chance. Too much build it and they will come. When we connect communities we have to build trade relationships between those communities so people have reasons to regularly travel"

"Economic growth is barely mentioned in Guernseys new Fiscal Framework. That question deserves more attention. The Framework does what it sets out to do. It gives us a structure to protect long-term financial stability built around four solid pillars: balancing income and expenditure managing debt maintaining reserves and investing in infrastructure. No one can argue against those foundations. But and its a big one nowhere does it spell out how we grow the economy that supports it all. If you scan through the 28-page document the word "growth" mostly appears as a challenge we have to manage"

"To bring some data into the mix that contradicts some of what is in the current proposal. There is an assumption that economic growth can't be much higher on a GDP per capita basis and also an assumption that growth will be flat going forward. This just doesn't add up. Ultimately we are not delivering from an economic growth perspective and we are not accountable to a long term economic growth rate KPI in our fiscal framework nor do we have mechanisms to invest in growth contained within it. "The public have been very clear that they don't want tax rises and growth is the primary medium and long term lever to deliver on that. It shows a lack of input more than anything. Not just by economic development but also by the public at large. It is the same old ivory tower policy development that I'm afraid will deliver the same results. Stagnant growth and cost increases moving faster than the economy can handle. It also shows a complete lack of technology experience which shows in all central forecasting. "Yes it is. The aspect of it that could be leveraged to invest in startups/business is something that Innovate Guernsey will look at getting off the ground next year one way or another. Historically we have made a tokenistic attempt with the Guernsey Investment Fund but not sure how it performed yet. It feels like it was more about looking good rather than being a well designed investment system that can support and accelerate local growth. Fundamentally we are not backing and trusting our own people at the moment which says a lot about our culture in general"

"It was a little glib the response and based on what I see with the people I know rather than the trial data that is out there. It is still in the context of a political term which is the planning horizon that we are dealing with rather than a multi-decade long issue. Trial data is actually a hard problem structurally because the delivery model is the opposite of reductionist. It is easy to do research on a single pill across a cohort. Not so easy to do research across a spectrum of personalised lifestyle interventions. Cleveland attempted to do it and were one of the first to get good data on"

"As a marketer the money spent is very low leverage. They are structured as an old school promotional agency rather than an industry development organisation. I've hardly seen them on the ground in the past year when the largest restructuring of the ways of working and culture of the GFSC has taken place. In my old direct marketing life we would have gone out of businesses if we used resources that ineffectively. "The fundamental test of this new P&R is whether they go into defend and justify mode like all of the others or they use this as a crowdsourcing opportunity to improve the current outputs. The Fiscal Framework needs and economic pillar. The Government Work Plan needs to integrate government efficiency and economic development rather than having them in separate siloes. Two of the top issues are economic stagnation and government productivity. P&R's primary job must be to take down siloes wherever it sees them and model those behaviours in the way it works itself. The rhetoric must be embodied."

Places like Singapore are booming because it bridges the AI constraints on China. India is booming because it bridges the constraints on Russia. The big money is always on geopolitical arbitrage. "It is good to see consensus building but it is still without any of the forecasts having any technological component. It would be good to see how the model stress tests in an era of rapidly increasing growth and potential rising unemployment. I also think there has to be a lot of delivery on reducing the cost of government and public sector reform before any tax rises are implemented. Trust in delivery is at an all time low. It is just a question of when you go through the shift/mess and how good you are at managing yourself through that change. We haven't managed that change well. "The hardest part of inclusion is including the people that you really disagree with. The hardest part of creating a shared set of governing principles is including the people you really disagree with in the design process. Then there is the whole process of living up to the principles. If you read the SoG customer charter you realise a lot the services don't reach their own bar for principles. Then it becomes do as I say and not as I do which is where a lot of the kickback against the liberal/nanny state movement has been historically.

Historically we have made a tokenistic attempt with the Guernsey Investment Fund but not sure how it performed yet. It is still in the context of a political term which is the planning horizon that we are dealing with rather than a multi-decade long issue. Trial data is actually a hard problem structurally because the delivery model is the opposite of reductionist. It is easy to do research on a single pill across a cohort.
